Consultancy Opportunity – Technical Advisor on the Carnival Fashion Industry

The Elimination of Hazardous Chemicals from Supply Chains Integrated Programme in Trinidad and Tobago, funded by the Global Environment Facility (GEF), seeks to transform the Carnival Fashion Industry by promoting safer chemical management, sustainable production practices, circular business models, and environmentally responsible consumption. The project aims to eliminate hazardous chemical pollution from supply chains while supporting innovation, sustainability, and long-term resilience within Trinidad and Tobago’s Carnival sector. 

This initiative forms part of the global GEF programme Eliminating Hazardous Chemicals from Supply Chains, which supports countries in transitioning towards clean, circular, regenerative, and transparent supply chains. Trinidad and Tobago’s child project specifically focuses on reducing the environmental and human health impacts associated with the Carnival Fashion Industry through targeted interventions across four key components: 

(1) Design and Business Models
(2) Materials and Cleaner Production
(3) Sustainable Consumption
(4) Knowledge Management 

The Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean) serves as the Executing Agency for the project, while the United Nations Environment Programme (UNEP) acts as the Implementing Agency. 

 

To support implementation across all four project components, the BCRC-Caribbean is seeking to engage a suitably qualified and experienced Technical Advisor on the Carnival Fashion Industry. 

The selected consultant will work closely with Carnival stakeholders, technical consultants, government agencies, and the BCRC-Caribbean to strengthen sustainable practices throughout the Carnival value chain. 

Responsibilities will include: 

  • Identifyinggaps and barriers to eliminating and managing hazardous chemicals within the Carnival Fashion supply chain 
  • Assessing opportunities for circular business models and reverse supply chain development
  • Designing and delivering trainingprogrammeson Reverse Supply Chains, Sustainable Procurement, and Sustainability Marketing and Consumer Awareness 
  • Supporting stakeholder engagement and industry collaboration
  • Providing technical review, quality assurance, and advisory support for project outputs, sustainable material options, and implementation activities
  • Contributing to capacity-building initiatives that promote safer chemical management and sustainable production practices across the Carnival industry.

 

Open to: Individual consultants based in Trinidad and Tobago 

Duration: July 2026 to 30th June 2030 (delivered through a phased approach, with consideration for annual renewal)  

Expected Consultancy start date: July 2026
