Call for Proposals: Consulting Team – Development of a Regional Training Programme on Data and Evidence-based Decision-making and Project Initiation, Management and Communication

The Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States (ISLANDS) Programme seeks to address the sound management of chemicals and waste in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). This ISLANDS Programme covers four (4) geographical regions including the Caribbean, Indian Ocean, Pacific Ocean, and Atlantic Ocean, and is being funded by the Global Environment Facility (GEF) and implemented by the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO) and the Inter-American Development Bank (IDB). 

The Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean) is currently executing the GEF 10279 and GEF 10472 Projects across 12 countries (Antigua and Barbuda, The Bahamas, Barbados, Belize, Cuba, Dominica, Dominican Republic, Guyana, Saint Kitts and Nevis, Saint Lucia, Suriname and Trinidad and Tobago) as part of the overall GEF ISLANDS Programme. 

Component 1 of the projects aims to assist countries in establishing effective mechanisms to control the import of chemicals, materials and products that lead to the generation of hazardous waste. Output 1.2 focuses on the development of a sustainable training programme to assist countries with implementing chemicals and wastes multilateral environmental agreements (MEAs) at a national level. 

As such, the BCRC-Caribbean is seeking to recruit a suitably qualified and experienced consulting team to design and deliver a regional training programme on Data and Evidence-based Decision-making and Project Initiation, Management and Communication across the 12 Caribbean countries. 

Open to: Regional and International Teams     

Consultancy Duration: Nine (9) months       

Expected Consultancy start date: End of September 2026  

Language: The proposal, including all supporting documentation, should be written in English. 

 

This consultancy will support capacity building under the GEF ISLANDS Programme through the development of bilingual training materials, delivery of regional training workshops, and integration of content into a Digital Learning Hub.
