The Elimination of Hazardous Chemicals from Supply Chains Integrated Programme in Trinidad and Tobago, funded by the Global Environment Facility (GEF), seeks to influence a shift in the Carnival Fashion Design Sector toward locally sourced, sustainable materials and pollution-free approaches, while building circular and transparent supply chains.
This Integrated Programme is one of eight child projects under the GEF 8 Integrated Programme (IP) 11, which addresses environmental degradation across the fashion and construction industries and works toward supply chains that are green, zero-pollution, zero-waste, and carbon neutral. Carnival celebrations in Trinidad and Tobago can carry hidden environmental and health costs — feathers, plastic beads, sequins, and metal wire frames used in costumes may be treated with or contain harmful chemicals, and most Carnival wear is single-use, adding significantly to landfill waste.
The BCRC-Caribbean serves as the Executing Agency for this Integrated Programme, with the United Nations Environment Programme (UNEP) as the Implementing Agency. The project is structured around four components:
- Design and Business Models
- Materials and Cleaner Production
- Sustainable Consumption
- Knowledge Management
To support the technical work across these components, the BCRC-Caribbean is seeking to engage a suitably qualified and experienced Consultant Team on Circular Business Models and Sustainable Reporting Frameworks. The team will work with Carnival Fashion Industry stakeholders, engaged technical consultants, and the BCRC-Caribbean to strengthen sustainable practices and build stakeholder capacity around circular business models.
Key responsibilities include:
- Conducting a Needs Assessment on circular business models and international sustainability reporting frameworks applicable to the Carnival Fashion Industry
- Developing a Circular Business Models Network Framework and Strategic Plan, including a governance structure and pathway to long-term financial sustainability
- Designing and delivering training programmes for designers and Circular Business Models Network members on sustainability marketing and circular economy principles
- Developing a Monitoring and Evaluation Framework, including a user-friendly digital Sustainable Reporting Template for voluntary business participation
- Supporting pilot testing of the framework and delivering associated training to Network members and Mas band leaders
- Providing Quarterly Progress Reports and a Final Closeout Report
