Abstract:
Request for Expression of Interest for Consulting Services to conduct a national study to support the implementation of the Regulation for the Integrated Management of Waste Electrical and Electronic Equipment (WEEE) in the Dominican Republic. This consultancy forms part of the activities under “Component 1: Financing policy and regulatory enabling processes to safely manage hazardous chemicals and waste” of the project.

The Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean) has received financing from the Inter-American Development Bank (IDB) towards the cost of the project “ISLANDS – Advancing the Sustainable Management of Hazardous Chemicals and Wastes in the Caribbean” and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) will support the implementation the Regulation for the Integrated Management of Waste Electrical and Electronic Equipment (WEEE) in the Dominican Republic. This involves a comprehensive national assessment of WEEE management which should include a baseline study on the generation of WEEE, and an evaluation of the cost for WEEE management. The consultancy should also make recommendations to inform financing and operation of an extended producer responsibility (EPR) system for WEEE management in the Dominican Republic. The services are expected to be implemented within a nine (9) month period, with effective start date in January/February 2025, with specific deliverables and milestones such as the Inception Report, Draft Assessment Report, Validation Workshop Report, and a Final Assessment Report to be completed throughout the consultancy period.
The BCRC-Caribbean now invites eligible consulting firms or joint venture (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must submit an Expression of Interest Letter to provide information demonstrating that they have the required qualifications and relevant experience to perform the Services with the accompanying relevant Curriculum Vitae for key experts.
The shortlist shall comprise eligible firms or joint ventures, with a wide geographic spread. The shortlist will not include any individual consultants.
Consultants will be selected in accordance with the Selection based on the Consultants’ Quality and Cost based Selection (QCQS) in accordance with the method as set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders from member countries of the Bank as defined in the policies.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
