Job Opportunity – Senior Technical Officer

We are currently seeking to hire a Senior Technical Officer to join our dynamic team!

Located in Port-of-Spain, Trinidad and Tobago.

The Senior Technical Officer will be expected to work in close collaboration and under the directives of the Director to provide thorough research, scientific, technical, project management and administrative support to facilitate the objectives of the BCRC-Caribbean and the fulfilment of its regional roles.

Job Summary

Reporting directly to the Director, Basel Convention Regional Centre for Training and Technology Transfer for the Caribbean (BCRC-Caribbean), the incumbent provides thorough research, scientific, technical, project management and administrative support, in order to facilitate the objectives of the BCRC-Caribbean and the fulfillment of its regional roles. Duties include, but are not limited to, identifying, researching and analyzing information on BCRC-Caribbean initiatives and projects conducted for member parties, as well as assuming the duties and responsibilities of the Director in her absence as required.

Major Duties and Responsibilities

Working in close collaboration and under the directives of the Director, the incumbent shall perform the following duties:

  • Lead planning and coordination activities for surveys and in-depth investigations into multi-Convention issues as identified in the biennial decisions of the Conference of Parties to the Basel, Rotterdam, Stockholm and Minamata Conventions and taking into account the cross functionalities defined under the “Synergies Decisions”.
  • Collaborate and develop proposals with interested countries for donor funding.
  • Oversee the management of projects executed by the BCRC-Caribbean on behalf of its member parties through supervision of project team members and review of the examination of the status of project management execution including review of reports for the projects.
  • Plan and implement the assessment of training needs for member countries in the Caribbean through research, consultation and collaboration with relevant parties and stakeholders and supervises the work of junior professional staff in their execution.
  • Advise Member states on the requirements for the mainstreaming of the multinational waste and chemicals Conventions into national policies, legislation, rules and regulations so as to give effect to the provisions and requirements of these Conventions in a national context.
  • Advise member states on the development and implementation of national and regional policies for the integration of environmentally sound management of waste and chemicals into national and regional programmes.
  • Organise and create programs of research including the collection and analysis of data on themes related to wastes and chemicals management and supervises the work of junior professional staff in their execution.
  • Research new and existing technologies and practices on sound environmental management, disposal and minimization of hazardous and other wastes as identified under relevant MEAs and supervises the work of junior professional staff in their execution.
  • Analyse training evaluations and evaluates the effectiveness of BCRC-Caribbean initiatives and projects conducted for member parties.
  • Gather information and assist in the management of requests for information and its dissemination relating to the work of the BCRC-Caribbean, the Basel Convention and other relevant MEAs and supervises the work of junior professional staff in their execution.
  • Supervise junior professional staff and consultants assigned to projects being conducted by the BCRC-Caribbean.
  • Assist the Director in the preparation of annual reports on the implementation of waste and chemical related MEAs.
  • Attends meetings, conferences, workshops and seminars on behalf of the BCRC-Caribbean.
  • Performs the functions of Director of the BCRC-Caribbean when required and during the absence of the Director, Performs any other related functions and responsibilities consistent with this role.

Required Knowledge, Skills and Abilities

  • Recent experience leading and managing projects and project teams.
  • Extensive knowledge of conducting research and evaluating research methodologies.
  • Advanced level knowledge of project management including performing post-project monitoring and evaluation exercises.
  • Working knowledge of the objectives and obligation of waste and chemical relatedNational Policies, Legislation, Rules and Regulations pertaining to waste and chemical management in the member states in the Caribbean.
  • Exceptional ability to undertake research projects with limited guidance.
  • Exceptional ability to lead technical project teams and work well as a member of a team.
  • Outstanding ability to draft, edit and prepare clear correspondence, speeches and briefings.
  • Ability to understand and develop budgets
  • Demonstrated ability to acquire, manipulate, analyze, manage and synthesize information gathered from a variety of sources.
  • Excellent analytical and quantitative skills.
  • Excellent interpersonal skills, capable of establishing and maintaining effective working relationships, including the ability to communicate effectively.
  • Advanced Computer literacy skills with preference for MS365 suite
  • Advanced skills in using Project Management software.
  • A working knowledge of Spanish would be an asset.

Minimum Experience and Qualifications

  • Ten (10) or more years’ post graduate experience in a research field, with some experience in the field of waste and chemical management.
  • A Master’s Degree in Environmental Management or Environmental Policy Formulation.
  • A First Degree in Environmental Studies, Chemistry, Analytical Chemistry, Chemical Engineering, Environmental Engineering, Waste Management or related discipline
  • Qualifications in Project Management Principles, preferably possessing a Certificate in Project Management (PMI, PRINCE2) or equivalent
  • A Masters in Business Administration would be considered as asset

Travel Requirements

  • Frequent overseas travel required within the Caribbean Region and Internationally.
